Fan Rules

RULES OF CONDUCT

for spectators during the official sports competitions

1. Spectators in the venues of the official sporting events are prohibited:

a) to be alcoholically intoxicated to a degree that offends human dignity and public morals;

b) to carry out actions that threaten both their own security, life, health and safety and those of other people present in the venue of the official sporting event or the surrounding area;

c) to throw objects towards other spectators, participants of the official sporting events and other people present in the venue of the official sporting event or the surrounding area;

d) to insult other people (including by use of banners, posters, images and other graphic materials) and carry out other actions that discredit the honor, dignity or business reputation, or are anyhow aimed to incite hatred or enmity and to humiliate a person or a group of persons on the basis of their gender, race, nationality, language, origin and religious background;

e) to conceal their faces including by use of masks, except for the cases explicitly prescribed by the official organizing authority of the official sporting events, and also to use camouflage and other items specifically designed to hinder identification;

еto violate public morals and norms of behavior by exposing intimate parts of the body while in the venue of the official sporting event;

f) to trespass the venue of the official sporting event or the surrounding area, including the areas not designated in the admission ticket or a document substituting it (e.g. technical rooms, areas for VIP hospitality, places reserved to accommodate media representatives) with access limited by the organizing authority of the official sporting event and (or) the owner (user) of the sports facility;

g) to position oneself on the stairs and to obstruct the movement in the areas of the venue reserved for evacuation, including aisles, exits and entrances (both main and emergency) during the official sporting event;

h) to draw graffiti and pictures on constructions, structures and buildings located in the venues of the official sporting events and also to position any unauthorized objects next to them without the permission of the organizing authority of the official sporting event or the owners (users) of the sports facilities;

i) to enter the venue of the official sporting event with animals and birds with the exception of the muzzled guide dog;

j) to hold public activities unprovided for by the provisions (regulations) of the official sporting events;

k) to bring to the venue of the official sporting event and use:

  • weapons of any type, including self-defense weapons, and ammunition; thrust or cutting weapons and objects; other items that can be used as weapons; explosive, toxic, poisonous and pungent-smelling substances, radioactive materials;
  • flammable and pyrotechnic substances or products (with the exception of matches and pocket lighters), including signal rockets, flares, firecrackers, gas cylinders, and items (chemical materials) that can be used to create pyrotechnics or smoke;
  • other substances, items and products, including those of home-made manufacturing, which may cause smoke and fire;
  • items and products, including those of home-made manufacturing, that are not considered pyrotechnics and are used for spreading and spraying of various materials and substances (patty poppers);
  • dyestuffs;
  • wind instruments for sound extraction (including vuvuzelas), with the exceptions of horns and pipes;
  • alcoholic beverages of any type, drugs and toxic substances or stimulants;
  • soft drinks in glass and tin containers; soft drinks in plastic containers if their volume exceeds 0.5 liters;
  • propaganda materials of extremist character or containing Nazi symbols or paraphernalia, or symbols or paraphernalia that belong to the extremist groups;
  • technical devices that can interfere with the official sporting event or its participants (laser devices, lights), radio sets, sound amplification devices (other than the fan gear specified in the annex to these Rules);
  • bulky items that impede other spectators, with the exception of cases when bringing such items is approved by the organizing authority of the official sporting event;

l) to carry out illegal trade (including selling of admission tickets or documents replacing them), to distribute in any way products of political, religious and racist character (including posters, leaflets, booklets).

 

In case of identification of a person (including by means of video surveillance systems) in respect of whom a court decision of the administrative ban to visit venues of official sporting events had come into legal force, the organizing authority of the official sporting event and (or) ticket collectors in charge have the right to deny entry to the person in question or remove him/her from the venue of the official sporting event canceling the admission ticket or a document replacing it without reimbursement of its cost. The organizing authority of an official sporting event and (or) ticket collectors in charge are obliged to explain the person in question of the reason for refusing his/her entry or removing him/her from the venue of the official sporting event and deliver this person to the representatives of the territorial body of the federal executive authority for the internal affairs that are responsible to uphold civil order and public security during the official sporting events.

2. FAN GEAR

1. The fan gear that does not require prior approval of the organizing authority of the official sporting event to be brought to the venues of the official sporting events must meet the following requirements:

a) no inscriptions of political, extremist, provocative or advertising character, insults, profanities or obscene images;

b) no Nazi symbols or paraphernalia, or symbols or paraphernalia that belong to the extremist groups; no symbols and paraphernalia that are confusingly similar with those;

c) no aim to insult honor and dignity of the participators, spectators and (or) organizing authorities of the official sporting event;

d) banners and flags must not exceed the dimensions of 2 by 1.5 meters with hollow staffs no more than 1.5 m lengthwise and 2.5 cm in diameter;

e) no relation whatsoever to the items for which use and (or) possession are prohibited by the legislation of the Russian Federation;

f) inscriptions on the fan gear made with words and (or) expressions in native languages of republics of the Russian Federation and (or) in foreign languages must be translated into Russian and duly notarized or approved by the organizing authority of the official sporting event, and such translation must be presented to an authorized person at the entrance to the venue of the official sporting event.

2. The fan gear that does not require prior approval of the organizing authority of an official sporting event must be placed in locations where it will not impede other spectators’ view of the official sporting event.

3. By prior agreement with the organizing authority of the official sporting event and in the manner specified in the Article 5 of these Rules, the fan gear listed in the annex to these Rules may be brought to the active support (fan) sector.

4. The fan gear specified in annex to these Rules, that is inconsistent with the requirements established for it, may be brought to the venue only by prior agreement of the supporters’ association with the organizing authority of the official sporting event or a person authorized by it and the persons responsible to uphold civil order and civil safety during the official sporting events as well.

5. In order to approve the fan gear that does not meet the requirements specified in the Article 1 of these Rules, the supporters’ association has the right to submit a written application to the organizing authority of the official sporting event no later than 2 business days before the date of the official sporting event, unless there is a shorter period established by the organizing authority of the official sporting event. The fan gear that does not meet the requirements specified in the clauses "a" to "c" of the Article 1 of these Rules shall not be subject to an approval. The organizing authority of the official sporting event or a person authorized by it to approve the fan gear must notify the applicant in writing on the decision taken within 1 day from the date the fan gear had been provided for approval by the applicant.

6. For every item of the fan gear than had been approved in accordance with the Article 5 of these Rules, the supporters’ association shall appoint its representative with a duly proved identity who will be responsible for the use of the relevant item during the official sporting event. The details concerning the person responsible for the fan gear item that had been approved in accordance with the Article 5 of these Rules shall be submitted by the supporters’ association to the organizing authority of the official sporting event or a person authorized by it.

7. The locations for the fan gear approved in accordance with the Article 5 of these Rules and their number are determined by the organizing authority of the official sporting event or a person authorized by it. The organizing authority of the official sporting event or person authorized by it shall notify in writing the representative of the territorial authority of the Ministry of the Interior of the Russian Federation that is responsible to uphold civil order and public security during the official sporting events on the locations of the approved fan gear and their number in the venue of the official sporting event.

8. In case the organizing authority of the official sporting event makes a decision to use the active support (fan) sector of one of the participants of the official sporting event, the fan gear designed to support another participant may not be brought to the mentioned sector.

 

Persons who do not comply with the requirements established by these Rules or refuse to comply with those, shall not be admitted to the venue of the official sporting event, and they can also be removed from the venue or be brought to justice in accordance with the legislation of the Russian Federation.
